Human Torch is not applying incinerate all of the time when he should be. I started noticing it in AQ where it would say incinerate on the enemy but the debuff was never applied. Tried it in an event…0 -

I know how he works. That pic was from an event quest as an example. A simple mention of the bleed debuff would have been fine. It should still show incinerate even if it’s a split second0
