The penalty is that by using it outside of the event, when the event lands you will no longer have the resource (ISO & gold) or the available champ to level.7 -

The quests are not presented in the same order as the rewards were displayed. Quest 4 (Venompool) is indeed the gold quest. Check for yourself3 -
