Neither of those champs are offensive burst. You didn’t filter correctly. When you go to filter champs there are two options below ‘any of these tags’ and ‘all of these tags’4 -

Pretty sure thats just the countdown for when the event ends not when it starts, so once it reached 22:00:00 it would show up on the active list1
