You do have content designed for your level - every single piece of content in game, excluding the Gauntlet and the Summer of Pain.1 -

At the original time the event was being designed and announced Thronebreaker wasn't in the game. They were hardly going to say 'we're designing a horrible event aimed at a new progres…1 -
