Yes and no on spot, high sig makes a huge difference in how much damage he does, especially against characters with specials that do a lot of hits.1 -

Re: Unblockable for bosses (and in general) is just lazy
If you can have them be unblockable the whole fight, then Miles is a great cheese option, just need to get them to launch a special then just heavy in the corner forever12
