Not the same mechanism. CG breaks the armor and stuns on well timed blocks so both debuffs are applied at the same time while Thor stuns first and then the stun breaks the armor1 -

Psy Thorns is based on contact or non-contact. Energy hits just dont deal damage back to you but HT does make contact with his standart hits5
