Most likely Mr negative used sp1 and applied Exhaustion debuff on Tigra. When Tigra is affected with Exhaustion, Slow or Weakness debuff it disables her miss and unblockable effects.1 -

Its because u are running one of the HP boosts. Willpower only works from base HP pool while DE and LQ is from total. That means u are recovering same amount but damage taken from DE/LQ increases5
