Duel with modifiers

Is it possible to create an Duel Arena that players like me can choose the opponents AND add the modifiers? e.g. i want to practice fighting Nightcrawler with ‘ So Sayeth Doom’ mods? Or fighting Guillotine 2099 with ‘Turn of Tide’ mods on?
