I received a reply from Kabam. The explanation is that Jabari Panther applied her "Ensnared" to CGR right before he activated his sp3, so the power lock didn't apply coming out of the sp3. Unfortunately, that means that his cosmic judgements can't drop off which means he is essentially broken thereafter. I think a more…
