wow... firstly ally rating is no clear indicator of strength...
secondly,
you must either be extremely low tier where the 19mil ally is new and unfortunately there were no opponents around their strength
or for some reason the 4mil is extremely high and there were also no opponents around your strength looking at the same time.

what war tier was this in?
