Why all of a sudden does the catalyst events give you abolsutely nothing. I used to pull three full tier 3 class catalysts for 100% it on hard now I don't even get a full one

I used to regularly pull 3 full catalysts worth of fragments from exploring the quest. Across three accounts I never once got less then 2 for exploration
Now I can't even get a full one
