Can’t use my tech 3-4 2015/16 rank up gem on LoL Ultron

I have a regular 3-4 tech rank up gem, as well as a 3-4 2015/16 only tech rank up gem.

I am trying to use the 2015/16 one on LoL Ultron and it won’t let me. See pictures below - the description of gems used is different for LoL Ultron and Hulkbuster.

    They stated special release champions are not eligible for the rank up to the point that they are removing kang as an error from the 2015.
