BWCV is a 9/10 for many possible immunities and damage capabilities. Good utility too.
Arkus is a 7/10 imo. Decent but not as good as BWCV

Vision is the better champion comparing the two on their own, but the thing is there's a lot of better cosmic champs, and its been a while since we've gotten a new mystic champ that was good.

I voted Clair simply because the lag on Aarkus is ridiculous ... as is the fact they did nothing to address it.

It depends on what instance we are talking about...
Vision (Aarkus) is more of a defensive champion, so he excels in defense. On the other hand, Black Widow (Claire Voyant) is a offensive character.

In defense, Vision works better. For attack, BW is the best of the two

She’s more fun to play as, better abilities. And I don’t think a lot of people wanted a new vision. I honestly didn’t.
