bans out of terms

how to say we will take your title the uncollected cuz you whas banned 1 time and now play with out uncollected events ... ok take the title ban if you see something suspicious but why you have 3 ways to ban? and not give another chance like you did with 3 bans if you take uncollected that account is doomed... btw where in terms of service say that punishment?
