Possible dr. Voodoo silent buff?

So I checked on dr. Voodoo’s abilities and saw this. Is this really a small silent buff or was it like this from the start?

Hes always had energy resistance, just can’t remember what it is. I doubt it’s a buff, just placed in a different place and it shows during the fight now also.

Yeah, that's always been there.

He always had that, but after this last month update he now gets a visible charge while blocking
