The best counter for havoc is colossus for any content.

Passive armors, like IMIW, does NOT work. It needs to be a armor up Buff

Hyperion works, I used him in Abyss for the two Havoks there. He has high energy resistance.

I usually use Havok for Havoks. Before that I used Cyclops
