Everytime you have to choose between 5* God and 4* God. Always choose 5* God.

To answer your question it would be 5 star Magneto. Heck ! In many instances a 5* Doom is not even better than 5*Red Magneto.

If you are facing metals opponents like IMIW, Modok, G2099, Wasp, Ultron, Darkhawk, Mysterio, etc --- Magneto will be vast superior choice over Doom.
