Cable vs Electro Help!

Does anybody know if Cable's Heavy counter Electro's Damage back ? Exploring 7.1 and want to test Cable (with Apoc) against Electo Luke.

Cables heavy is a contact attack. Projectile attacks are the way to avoid his damage back.
Yondus yaka arrows, and Dominos medium gun attacks are examples that bypasses the damage back
