So,this is the buff I have been asking for a long time,though not getting yet,but I'll make a discussion to suggest his buff(like a spotlight).

ABOUT CIVIL WARRIOR

The Civil Warrior Armor was built by Steve Rogers following the death of his friend and rival Tony Stark in their final battle during the Civil War that engulfed the planet. It combines parts of prototype armor Steve collected from Tony’s destroyed lab to be used both as battle enhancements and as homage to his fallen friend, and his own equipment.

Character Class: Tech

Basic Abilities: Nanotech powers,Armor Charges,Power Burn,Heal Block,Precision

Immunities: An enhanced armor provides full immunity to shock and poison in the battlerealm.

ABILITIES:

Nanotech Powers:Civil Warrior starts the fight with 3 nanotech powers.Launching a special or heavy attack gives him 2 more powers.He can gain a max of 20 charges.Effects of these charges are-

4 charges-Gains a precision Buff increasing Critical Rating by 386.24 for 20 seconds.
8 charges-Opponents cannot evade or auto-block Civil Warrior's attacks.
12 charges-Civil warrior can purify non-damaging debuffs by dashing back and holding block for 1.2 seconds,and gains a fury buff increasing attack by 2349.71 for 8 seconds.
16 charges-Gains a regeneration buff,recovering 1983.89 health over 6 seconds.
20 charges-Civil warrior becomes unstoppable and unblockable for 12 seconds.

Each nanotech power also increases Civil warrior's physical and energy resistence by 51.64.

ARMOR CHARGES(prefight):Civil warrior is granted 1 armor charge before every fight to activate the following three prefight ability-

1.Shield's power-All shield hits are guaranteed crits till the combo of 40 hits.
2.Sustainability-Regenerates 5% of his max health after launching a special attack.
3.Cross function-Medium attacks break the opponent's armor,reducing armor rating by 395.12 for 15 seconds.

ARMOR UP:Civil warrior starts the fight with 2 armor up buffs,and gains 2 for each special attack launched,each increasing armor rating by 459.34 for 12 seconds.

Basic attacks:Medium attacks can change their ability if cross function is active.The last light attack burns 20% of the opponent's current power meter and goes into cooldown state for 30 seconds.

Heavy attack:Heavy attack places a heal block on the opponent for 14 seconds.


WEAKNESSES:

Heal block/reversal:Civil warrior has a good regeneration ability.You would not want to lose it.

Armor break/shattered/nullify:A lot of Civil warrior’s damage reduction comes from his Armor Buffs. If the Opponent is able to break through his armors or Nullify his Buffs, he will take a lot of additional damage.

Ability Accuracy Reduction:Civil warrior has a lot of utility in his nanotech powers.Ability Reduction can affect this buildup.

SPECIAL ATTACKS:

Special Attack 1:gains 2 additional armor buffsand shocks the opponent dealing 4146.25 Direct Damage over 5.50 seconds.

Special Attack 2:
1.Gains 2 additional armor buffs.
2.drains opponent's half of the current power and places power lock debuff on the opponent for 17 seconds.
3.If Civil warrior has more than 10 nanotech powers,this Special consumes 40% less power.

Special Attack 3:gains 2 additional armor buffs,stuns the opponent and places a weakness debuff on the opponent for 3 seconds and 12 seconds respectively.

Signature Ability –Modified Arc

Civil warrior modifies his arc,by having a 30%-70% chance to replace the Armor buffs in the start of the fight with permanent armor buffs,within the start of the fight.

He can also refresh all non-damaging debuffs on the opponent by using heavy attack.

SYNERGY BONUSES:

Friends (+8% Armor) - Winter Soldier
Teammates (+10% Perfect Block Chance) - Guillotine
Revenge-Iron Man,Hulkbuster
Civil Warrior-All buffs and debuffs have 25% increased potency
Iron man,Hulkbuster-Armors are 10% more potent.
We work together-falcon
All champions-When a champion reaches below 90% he becomes unstoppable for 3 seconds.

    he doesn’t really need a full rework tho... just higher numbers and a few tweaks to his abilities

    Interesting ideas you bring to the table for Civil Warrior! He's got a cool design and good utility, could use the numbers to go with it.

    That said, some criticisms:
    1. The Nanotech mechanic seems to be more like the kind of kit you'd see on a Cosmic champ with all the buffs, and don't provide much that is expected of a Tech champ (though you did add those to his specials, and I like the Nanotech concept itself).

    2. Certain abilities are a bit messy, such as the Nanotech Charges, Awakened Ability, and special attacks.

    4. I feel that Civil Warrior's current mechanic of decreasing Bleed and Poison potency per Armor Up is a bit more of a unique mechanic, but would benefit quite a bit from the addition of reducing shock potency as well.

    5. Like SpideyFunko noted, CW needs less of an entire rework and more of an update to his damage, as his current utility is really good. Like the ideas, but it feels like they're for the wrong champion (except for the Pre-Fight, that one makes sense).

    To spitball an idea I have:
    It'd be more convenient if the Armor Up Passives CW can gained persist from fight to fight, and granted him a permanent Armor Up buff to go with them. Not necessarily a damage upgrade, but it makes CW's utility and safety net easier to access going from fight to fight.

    Forgot to add, but the synergies are also somewhat lackluster.
