Voted for him, then remembered he at least has mind-boggling burst damage in his current state, so I'd change my answer to Moon Knight. Still want to see an overhaul/rework for War Machine though.

As for Civil Warrior, he just needs more/better damage and persistent Armor passives, if you ask me.
