Spider-Man and Shang Chi Synergy

I know that this is not big of a synergy, but When I use Spider-Man with the synergy, I do not get the cruelty that Spider-Man is supposed to get. Is there a chance to proc the cruelty buff? It doesn't say on the synergy. Please help me with this. Thank You

    It's a timing issue iirc. It has a 100% to procc but you need the timing down for the
    "Well-Timed" block or dodge.
