If they were a human that became a robot, its a cyborg. If they were created from the ground up in machinery, its a robot.
As long as they started off as a human before making the transition to artificial, it counts as a cyborg. Both Omega and Archangel started off as humans before changing more artificial so they count as cyborgs.
