    I've found Surfer to be decent, if you can avoid Bishop's specials

    Ive been taking vulture. He’s only R3 but the tech plus incinerate immunity and the extra armour makes him a pretty good choice now.

    Punisher 2099 can keep him from getting to a bar of power at all. Other than that, I would suggest any incinerate immune champ who does not deal energy damage. I imagine that Vulture would be a prime candidate since he's tech as well. I imagine Guardian could take him on as well. His shock will keep his prowess in check and he'll probably not take too much damage from Bishop's overload if with his insane energy resistance. But I haven't tried him out since I don't have my Guardian either ranked up or high sig. I haven't tried Vulture either, for that matter. The only one I've tried out is Punisher 2099, but he's smoked Bishop.
