Why does the boss regen every time (6times so far) he hits 30% even when using widow with max sig level?

In his description it says 30, I'm assuming it's 30 or under. I just didn't see where it said anything about bypassing her ability, that fight is the only reason. I brought her along.

They should I'm nerf widow if they're just going to make champs immune to ability accuracy reduction

he is immune to passive ability accuracy reduction so use a active ability accuracy reducer like cable quake gambit
