#AW: Damage Over Time not working

This is a screenshot from our tier 4 war today. Venom has the AW Attack Tactic “AW: Damage Over Time” activated, which says that if the defender has 2 or more damaging debuffs on them, they will be passively heal blocked. However, with 4 bleeds on Peni, she is clearly still healing from willpower.

    Power down is the only useful AW tactic. Apoc shuts down all the annoying power gain champs with it especially on "Rich Get Richer" if Venom decides to be stingy
