Really, whichever one you better at playing. Or alternatively, treat this as a "which one first" poll, since they're both eminently worth a r4.
Having to work around the Unstoppable can be annoying with CGR this season, whereas Valkyrie basically let's you ignore that part of the meta completely.
Personally, I'd say it was easier to get thrown off your rhythm with CGR, with Valkyrie being more forgiving, although CGR's raw power is amazing. Valkyrie's ability to destroy champs like Peni and Hulkling is hugely valuable*.
*Be aware: those instant bleeds can occasionally be a problem against opponents who punish you for making them bleed, like Storm, Sauron, Abomination, Cable and Gorr.
My r4 cgr doesn’t even nuke every match now that there’s r2s and r5s. But he still can finish fights faster than most champs so I’d say he’s one of the best bg attackers.
Valkyrie gets around so many nodes that punish you by hitting the defender and like others have said, ignores unstoppable. Her damage at a higher rank will make fights faster.
