New Alliance Members Can't Join AW

Two new alliance members joined the alliance more than 24 hours ago and were in the alliance before matchmaking started but still can't join AW.

What am I missing?

My alliance had two guys unable to join as well. Literally giving the other alliance an extra 10 defenders for free. They owe us big time

They owe us, but what? A rank reward bump for the season? They're never going to compensate for this... I don't even know what that would look like. Right now they're avoiding even owning up to it.
