Personally I would say it's Mystic being the best, Cosmic a close second. 2 mystic charges, two heavies usually leaves you very close to a sp1, so eases quick ramp up. And generally, more attack is good too.
I always try to get 3 mystics and 3 cosmics no matter what in incursions and AQ. Then with the remaining 4 charges you can make a combo of the skills and mutants
