Because Kabam gets additional information with the voting.

Yes, Cyke won and should be getting the top-tier buff treatment.

But with such a strong showing for Dr Strange, that should suggest to Kabam he belongs near the top of the subsequent rework pile; not shuffled back down to the bottom.

Strange had his chance to shine pre-12.0. On the other hand, neither of the two Cylopses (Cyclopi?)have had any chance to be good or even viable. Cyclops deserves this rework
