Medium dash attack whiffing against heavy!

I've discovered a new, infuriating version of the "failed medium intercept" issue.
I was fighting NTW using Peni in the glorious games tech showcase. In at least 4 separate occurrences, I dashed in after the first strike of NTW's heavy, only for the dash attack to *completely whiff*, as if ntw was untouchable. Peni would then stand there defenseless as NTW finished her heavy, which had no problem connecting, of course.
I double-checked for user error. NTW has no miss capability in her base kit, and there are no relevant nodes in play in this fight. This was not an evade/counter from NTW - Peni simply whiffed the medium. Unless I'm completely missing something, there is *no* reason for Peni to whiff these attacks.
I suspect this is the same bug that's causing medium intercepts to sometimes miss - the attacker's strike simply whiffs, and the defender's strike does not.
This was a very frustrating experience, and it seemed to be quite repeatable for this fight. Please pass this scenario onto the devs and see if they can use it to get to the bottom of the issue.
