Bug or Lack of my Understanding regarding Bullseye?

I was in Battlegrounds and I matched up Bullseye against Bullseye- thinking he would be able to counter evade.

However, it worked intermittently in the fight. Sometimes the opposing Bullseye would evade and other times he would not. Is this a Bug or my own lack of Understanding regarding Bullseye?

You need true accuracy from the sp1 to counter evade. Bullseye only innately counters miss
