Why don’t bullseyes cruelty buffs count as buffs?

Just went all the way through the second quest of the valiant gauntlet and picked bullseye for the ghost boss and now I just have to completely restart and throw away all the items I used because his buffs aren’t buffs apparently. Why is this the case?

    Idk how I have not learned this as I have been playing since 2015. Wow. Truly tragic
