Why Banquet sale start on 23th instead of 19?

I don't understand why Banquet start on 19 but the sale begin on 23? Thanks

Because they're two separate events that just happen to come around the same time. The banquet/gifting has pretty much always started on the 19th, and the holiday sale always starts right before Christmas.
