Changing your google payment account address. Violation?

Yesterday my brother bought a google play gift card (US) and we are from outside of United States. In order to redeem the gift card, you must change you google payment account address to local address of United States. As soon as my brother completed the redeem process inside of MCOC, an error popped out and my brother relog into the game. Boom. Banned!!!.
Just need a clarification on this, is this action considered as a violation in kabam?
