Why do some people have bars on top of their pictures?

It means they were punished or received a warning. The next category up is suspension.

It is strange, though, that they don't implement a similar system in the game itself; it is only in the forums.

In the game you have to figure it out yourself if the player is suspended. So in the game, it is conceivable that an already suspended player is reported multiple times. Then people cry in the forums that nothing is done about it.

I discovered the airline industry has a remarkable strong lobby here.

It means kabam is holding us hostage, and to free ourselves we need people to send energy refills so we can bust out.
