Can someone list all champions with power drain in order of their effectiveness?

For me, Power Drain is clearly the best speical feature of a champion but I don’t know which champions have it and for what special attack. Could someone with more experience please list the champions with this ability (and what special attack its attached to)? Thanks

Magik is definitely the best. Power lock, power drain, and power steal.

Tech-vision,doc oc,stark Spidey,green goblin,civil warrior
Mutant-psylocke
Skill-hawkeye,gwenpool(sp2 enervate so opponent does not gain any power while u r hitting)
Science-gladiator hulk(enervate on sp2)
Mystic-doctor voodoo,scarlet witch, dormamu,magik,ghost rider
There are a few others as well but I think I have listed them all
