What happened to the fix for winter soldier?

You guys confirmed that winter soldier's incinerate will he fixed in the next patch. I even saw it on your lists of known bugs and a mod confirmed that it will be fixed together with the rest of the bugs . So why is it not included in the 13.1 discussion ?

    His incinerate is currently not affected by fury or class advantage. It deals the same damage no matter who you fight, with or without fury buff

    I posted this on bug sections a couple weeks back, adora responded that it will be fixed in the NEXT patch fix, which is this one. So yeah they should not lie like that
