However, tech spidey is better because it is much easier to increase damage to an already incredible amount in a short amount of times (aka 10 evades, counting dexterity). Not to mention the fact he has a 70%+ chance to evade a special attack if his stark AI is active, meaning those tough to avoid specials like Maestro's L1 or impossible to avoid specials like Agent Venom and War Machine can be avoided entirely and thus prevent damage. So yea, he is actually really good and could outrank Star Lord in terms of short-term damage. But for fights that are extremely long like the 3.3m health enemies in LoL, Star Lord is probably better than him there.

When Sparky first came out someone on Reddit did an analysis of the damage of Sparky vs SL:https://www.reddit.com/r/ContestOfChampions/comments/6mmz9y/spiderman_stark_enhanced_vs_starlord_damage_graphs/ Basically, SL ramps up damage higher, but Sparky ramps up damage faster. So (given optimal play by the player) there is a break even point where SL catches up with Sparky and then outdamages him in a long fight. It is greatly simplified because it doesn't factor in specials and doesn't average criticals, but somewhere in the 150-250 combo range SL overtakes Sparky and outdamages him. But any fight that is shorter than that is a fight Sparky can stay ahead of SL because it takes that long for SL's combo buff to overtake Sparky. Wow - very useful - Sparky for day-to-day use for majority of average players to clear content fast - SL for long fights without timers but only in the hands of above average skilled players - great data.

Both require skill to optimize, just different skill. You need to be able to maintain a combo with SL, but you need to be able to both evade a lot and not burn charges on taunt to maintain the damage buff on Sparky. Some people will be better at one than the other. I think Sparky is more forgiving than SL, but for some players in some situations maintaining a long combo could be easier than managing stacks on Sparky.
