Why Corvus’s damage is not increasing according to Persistent charge..

At max charges corvus’s damage is not increasing as it should be. 1 charge give 1 cruelty. Which boosts cruelty damage by nearly 3000, so at 4 charges damage boost should be around 12000, considering armour and resistance damage should be around 8K with medium attack.
Or some other math is involved?
