Well then when does a champ become "too OP"? I watch plenty of YTers use Quake to do nothing more than wiggle around for two minutes until the fight is over.
Quake has counters. True strike, passive power gain(mostly) easily counters her. Also, have you played Quake? "nothing more than wiggle around" suggests you haven't. Takes enough attention to play her. Only counters to stun lock is debuff immunity, regen and damaging debuffs. The problem with doing abyss with him(using the stun lock) is that this is not how the game is meant to be played. Psycho Man didn't do much damage but his infinite heavy chain was too powerful, they got rid of it

This is an unintended interaction that is part of his abilities. lol On a serious note, we have had stuff like this. Remember Silver centurion infinite combo chain last month, remember Odin pre-fight stacking? or an even older one. Remember when they decided to change Domino's ability instead of making her work according to her description when they found that if they did fix her, she would be broken?
The point is not if someone else is finishing content with much less resource that I used, that happens all the time. What it will do is create a divide. Do you have Shang-Chi? You won the game. You don't? Ok sweat it out.
The difference between all the others you mentioned and that every other champ either need practice or are OP in a particular scenario. Stun lock is a cheat code which should not exist in the game.

Well they banned loads of people after her release for using her and finishing fights in 0 hits
It was in early 2019 where bans started to roll out for war and V1, the fights were not just finished in 0 hits, but they had 100% health still. This caused kabam to ban them, as no one expected quake to be played this way... of course they were unbanned and recieved compensation
I don't know if this has been mentioned, but if you would hit the opponent with an SP1 but they are knocked down, the stun still applies. This means if the opponent is in the corner, you can launch an SP1 IMMEDIATELY after your heavy and continue the stunlock, giving the infinite combo even better consistency. This has been the case for me, at the very least.
I recall someone saying that it used to be the case that you couldn't dex until an animation was over, and that was changed at some point, which opened the door for Quake to be played this way.

If you can't understand what's wrong with infinitely stun-locking an opponent in the corner, while mindlessly using the same combo with absolutely no skill required, then I'm afraid I don't have enough time or crayons to explain it to you.

If they modified She Hulk’s heavy attack chain from combo, this is a million times worse. You can effectively ignore 70% of content with how he is set up now.
Talking about quake, you need both skill and concentration to bring up the cheese. Plus quaking all those 400K+ hp gives enough brain strains. You all continue tho.

Those with patience will abuse this and Kabam has no choice. On the other hand it shows once again how they literally do no testing before implementation. People aren't putting up 100+ mil for his stun lock, that was discovered recently. They are going for him cause of his gameplay, his insane dmg, some even cause they like the character!

They wont need to send out comp because hes still gonna do what hes suppose to do ramp up slow cleanse unblockable and stun via his way of combo just his stun lock that will be changed so most likely gonna be his sp1 wont trigger the effect why would that need comp its not like his whole thing is being changed and is being redone
