Human Torch bug?

Hi guys been using HT the whole day and had this problem where the opponents dont get incinerated. Happened in arena alot just thought it was an arena bug but having it also in quests. Is it just me or has someone else come across it?

    its a weird interaction with the suicide bleed. Idk what causes it because it only happens some fights but it definitely seems like a bug

    Has it always been like that? Never came across this so it was a wierd situation for me

    Never used sucides before until recently still new to sucides stuff. But Not knew to ht i know how to use him just that havent come across bleed problems until now.

    The Incinerate duration is reduced by 4sec when HT bleeds . Its in his Abilities
