Do Havok's Plasma charges count as debuffs when on you? Can they be shrugged off by the likes of Aegon and Agent Venom?

    This. It counts as debuffs, but you get punished for using Purify champs. It's generally ill-advised to use shrugging champs, armor up buff champs is better
