Doctor Octopus in Battlegrounds with Safeguard.
There's always that one champ in each class that's packed with so much good stuff but just doesn't seem to be on people's minds. Doctor Octopus is one such champ in the Tech class that brings so much to the table but just doesn't get the praise he deserves. This guy has probably ONE OF THE BEST power control and heal-block in the game.
Power Control: Power lock, power drain, and power steal.
Heal Control: Heal-block, heal reversal (Not typical heal reversal, but the opponent takes damage equal to 100% of their regen), and life steal.
His damage is decent too (nothing extraordinary), especially if you are running him with Vulture, where he's able to gain all 3 of his categories at the same time while throwing an sp2 (armor up, power lock, and heal-block). The armor up gives him increased attack and his categories can then be detonated by throwing a heavy attack for additional burst damage (my rank 3 does about 25k burst).
