4* Wolverine or 4* Crossbones to upgrade first?

Both in duped. Straight upgrade. Which one first

Depends on where you are at in the game. I would say Wolvie...he is great in AQ and in other quests. His region makes tough fights more accomplishable, and his bleed helps leave a wake of corpses behind you. I would take Wolverine over CB, but others would say differently due to their needs.

Yes, he still regens and bleeds the enemy very well. The regen (let his power meter build up and never use a special) alone will save you potions in AQ and in story quests.
