Seeking advice on upgrade

Hi all, I just panic with the following options, which one is better? Thanks in advance!
(1) Upgrade duped 4 stars Drax from R4 to R5;
(2) Upgrade unduped 5 stars x23 from R2 to R3

Both are good, but always go 5* over 4* unless the 5* is rubbish.

x23 dupe makes her do more damage.

Her base damage and regen are still good without a dupe.
