It’s not a typical regen. But you know the madness charges he gets? The orange ones. When they are equal or exceeding the green cunning charges he regens a high percentage of the damage he receives from basic hits (light medium and heavy) which means if you eat a combo he regens most of that damage.
It is even better when you place him on defence with the regen abilities heal 50% more health or whatever because he ends up regenning more than the damage you deal. So if I hit him with a 1000 heavy attack, he regens 1300 health. Which ends up very annoying to fight

Just to add, Howard the Duck can also regen, but i think his regen depends on luck (between SELF REPAIR vs THUNDERQUACK), and is NOT reliable
Ultron will be your most reliable TECH regen champ, beside his double immunity, evade and stun capabilities, as well as energy absorbtion, you won't go wrong with Ultron (unless you are saving your resources for Starky or SL)

Personally I think Ducky is an OKAY champ, hehe, I actually do enjoy using him regularly in ARENA grinding, as long as I ignore his "sound effect", lol

Not really. Ultron can activate his regen twice once he reaches certain amounts of health
