Kate Bishop is my go to for that fight. Passive damage over time that doesn't get shrugged, plus riposte-counter-attacks that count as intercepts and ignore his unstoppable if you give him space to dash in.

pretty sure decay reduces debuff DoT? which would not include passives.

I used luke cage against absorbing man in VT and even refined form abs man with passive incinerates did 0 damage to me.
