3* Blade almost maxed

So,I got a 3*Blade from the login crystal,and then there was this offer of buying a 3*awakning gem and a 3*signature ability maxing stone,I used both these items on him and now he's rank3/4(lvl.8/30)lvl.1171.But his signature ability doesn't seem to work pretty well,so,did I do the right thing?(I'm lvl.28)

    Lol I’m level 60 with 4/55 I I bought this offer for my 3* blade. I don’t have him and I wanted to see what all the “hype” is for myself.
