Who would you Awaken From Rebirth?

I have 3 champs (Cull, Viv Vision and Anti-Venom) to awaken and give sigs to, but I cannot decide which option each champ should get.
1) Awakened with Max Sigs
2) Awakened with Low to Mid Sigs
3) Unawakened

I personally would awaken cull and take him to max sig. Anti-venom is still great without the awakened ability. Viv requires max sig, but I personally don’t like her as much as cull.
