Why there are still cheaters in BG

I saw Maex short YouTube video capturing this cheater.. I wonder how come Kabam could not get rid of these players for over 30 seasons of BG. It really ruined the gameplay experience. With the technology, it should be so easy to detect like the ban if someone MoD in the content. Why icouldnt it be done?

Agree. But I wonder, why Kabam could not take any serious action? I don't think the report button works. With this meta, it should be easy to catch and ban if there is any damage over 1% from non-bypass safeguard or heal-reversal champions.
